Fremantle Ports Establishes a Roadmap to Improve Project Delivery Maturity

Fremantle Ports manages a diverse portfolio of capital, operational, digital and strategic initiatives that support one of Australia’s most significant port operations. As project delivery requirements increased, the organisation recognised the importance of strengthening consistency, governance and delivery capability across its project, programme and portfolio management practices.

To support this objective, Fremantle Ports engaged Certitude Australia to conduct an independent assessment using the Portfolio, Programme and Project Management Maturity Model (P3M3®). The assessment established a baseline of organisational maturity and provided a structured roadmap for future capability improvement.

As a globally recognised maturity framework, P3M3 enables organisations to evaluate their project, programme and portfolio management practices across governance, planning, stakeholder management, resource management, risk management and benefits realisation.

 

The Challenge

Fremantle Ports delivers a broad range of initiatives across multiple business areas. Consequently, maintaining consistent project delivery practices and governance arrangements can become increasingly complex as organisations grow and evolve.

The organisation sought an independent assessment of its current capability across project, programme and portfolio management disciplines. In addition, it wanted a clear understanding of where improvements could be made to support greater consistency, stronger governance and improved delivery outcomes.

Importantly, the assessment needed to move beyond individual projects and provide an enterprise-wide view of how project, programme and portfolio management practices were applied across the organisation.

 

The Solution

  • Organisational Governance
  • Management Control
  • Benefits Management
  • Risk Management
  • Finance Management
  • Stakeholder Management
  • Resource Management

Evidence-Based Assessment

The review incorporated documentation analysis, system reviews, stakeholder interviews and workshops. This approach ensured the assessment reflected both documented frameworks and how delivery practices operated in reality.

Furthermore, the assessment gathered input from stakeholders across project delivery, governance, finance, procurement, risk and organisational change functions. This provided a holistic view of organisational maturity and capability.

Current State Analysis

The assessment established a baseline maturity position across project, programme and portfolio management. It identified strengths, gaps and improvement opportunities across multiple capability areas and maturity perspectives.

Improvement Roadmap

Following completion of the diagnostic assessment, Certitude developed a practical improvement roadmap outlining prioritised initiatives to support maturity advancement. The roadmap identified seven improvement themes and 21 recommendations covering governance, planning and controls, resource management, stakeholder engagement, information management, risk and benefits management, and continual improvement.

Importantly, the recommendations were prioritised to support achievable implementation and sustainable organisational change.

 

The Outcomes

The engagement provided Fremantle Ports with an independent, evidence-based view of its project delivery maturity and a structured pathway for future improvement.
