Industry Peak Body Establishes Registered Training Organisation Capability

Australian Restructuring Insolvency & Turnaround Association (ARITA)

Professional associations play an important role in developing industry capability, maintaining standards and supporting professional pathways. As demand for specialised professional education continues to grow, some organisations seek greater control over how learning programs are developed, delivered and governed.

Australian Restructuring Insolvency and Turnaround Association (ARITA), Australia’s peak body for restructuring, insolvency and turnaround professionals, engaged Certitude Australia to provide strategic advice on establishing Registered Training Organisation (RTO) capability and managing the transition of advanced professional education programs.

The engagement commenced with a detailed feasibility assessment and evolved into a broader initiative that examined governance, operating models, compliance requirements and learning product development. As a result, ARITA gained an informed pathway for making strategic decisions about its future education capability.

The Challenge

ARITA delivers professional development and education services to insolvency and turnaround practitioners across Australia. The organisation also manages specialist education programs that support professional accreditation pathways within the sector.

At the time of the engagement, ARITA was exploring options to bring greater ownership and control over the development and delivery of its education offerings. Specifically, the organisation wanted to understand the feasibility of becoming a Registered Training Organisation while maintaining the quality, integrity and academic standing of its programs.

The challenge extended beyond regulatory compliance. ARITA needed to understand the commercial viability, governance implications, resourcing requirements, accreditation pathways and implementation effort associated with establishing and operating an RTO. Furthermore, any future delivery model needed to support courses delivered at Australian Qualifications Framework (AQF) Level 8.

The Solution

Certitude assembled a multidisciplinary team with expertise in vocational education, governance, project management, training design and regulatory compliance. Together, the team worked closely with ARITA stakeholders to provide strategic advice and implementation guidance.

Feasibility Assessment and Strategic Analysis

The engagement commenced with a discovery and consultation phase involving internal and external stakeholders. Certitude reviewed existing education programs, market conditions, regulatory requirements, implementation considerations and operating model options.

Certitude then developed a comprehensive feasibility report that examined:

  • Market demand and growth opportunities.
  • Regulatory and accreditation requirements.
  • Governance obligations.
  • Resource requirements.
  • Financial considerations.
  • Delivery model options.
  • Implementation pathways.

Executive and Board-Level Advice

Following completion of the feasibility assessment, Certitude presented the findings and recommendations to executive leadership and the Board for consideration. This provided decision-makers with a clear understanding of the opportunities, risks and organisational implications associated with establishing an RTO capability.

Course Development and Implementation Support

Beyond the initial assessment, Certitude provided guidance relating to accredited learning pathways, operating models and the management of course development activities. Furthermore, the engagement included advice on the processes, governance and systems required to support future education delivery.

The Outcomes

The engagement provided ARITA with the information, analysis and implementation guidance required to make informed strategic decisions about its future education capability.
