Scenic Rim Regional Council delivers a diverse portfolio of projects ranging from internal operational initiatives through to major capital works programs valued in the tens of millions of dollars. As project activity continued to grow across the organisation, Council recognised the need for a contemporary, scalable and practical project delivery framework that would improve governance, consistency and project outcomes.
To support this objective, Council partnered with Certitude Australia to design, develop and implement a new Project Management Framework (PMF). The engagement combined methodology development, governance design, framework implementation and workforce capability uplift to create a practical project management approach tailored to the local government environment.
As a result, Council established a fit-for-purpose framework that provides greater consistency across projects while supporting effective governance, decision-making and delivery performance.
The Challenge
Scenic Rim Regional Council manages a broad range of projects that vary significantly in size, risk, complexity and strategic importance. Consequently, a single rigid project management approach would not meet the needs of all project teams.
Internal audit activities identified a need to review and modernise the Council’s existing project management methodology. Furthermore, Council wanted a framework that would strengthen management of project scope, cost, schedule and risk while remaining practical for staff operating within the realities of local government environments.
Importantly, the solution needed to integrate with existing Council processes, support multiple project types and provide clear governance arrangements without creating unnecessary administration.

Successfully implementing a new methodology requires more than documentation. Therefore, Certitude designed and delivered customised training and capability development activities to support adoption across Council.
Training was built around the new Scenic Rim Project Management Framework and incorporated practical exercises, real Council projects and workplace application activities. As a result, participants developed a working understanding of both project management principles and the Council’s new delivery framework.
In addition, the implementation included pilot projects, framework refinement activities and deployment planning to support sustainable adoption.
